GStreamer 1.26: Improved hardware efficiency, the MPEG-5 LCEVC codec, and more

The latest release, 1.26, adds support for H.266 Versatile Video Coding (VVC) and Low Complexity Enhancement Video Coding (LCEVC), H.264/H.265 extractor/inserter for closed captions, JPEG XS image codec handling, and more.
